Seminars on "Fisheries and Consumption Tax" were held in Tokyo and other areas.
1989 Apr. Consumption tax introduced.
1989 Sept. JFA and six organizations made a protest to Australian prime minister to oppose political exploitation of the southern bluefin tuna issue.
1989 Sept. Japan confronted with Australia and New Zealand in the trilateral consultations on southern bluefin tuna.
1989 Oct. The 2nd meeting of ICFA was held in Madrid. The conference agreed on presenting a resolution opposing the U.N. resolution on unilateral regulation of driftnet fisheries.
1989 Nov. Japan and the United States presented resolutions regarding driftnet fishing to the United Nations.
1989 Dec. JFA presented the fishery industry's request to the Transport Ministry and the Fisheries Agency concerning the STCW fishing vessels issue of IMO.
1989 Dec. The Fisheries Agency decided on measures to restructure Japan's international Fishery activities. The Government made the plan to promote the measures by applying new compensation system to reduction of the number of fishing vessels. (JFA was appointed to coordinate the delivery of subsidy.)
1990 Mar. The Council of Foreign Labor on Fishing Vessels was established to discuss the issue of employment of foreign workers.
1990 Mar. The Fisheries Agency and the Committee on Wastes from Fishing Activities formulated a policy on optimum waste disposal.
1990 Apr. The Committee on Fishing Vessel Location Identification System presented to the Fisheries Agency a summary of research reports of 14 districts.
1990 Apr. JFA cooperated in the organization of Seafoods 90 Japan-Kyoto Conference (a meeting of FAO-related organization). Focal issues included global utilization of processed marine products.
1990 Apr. The Transport Ministry partially revised the Seamen's Law so as to issue identification cards to all foreign seaman embarking on Japanese vessels from foreign bases.
1990 May. The symposium on wastes originating from fisheries was held, with JFA and National Federation of Fisheries Cooperatives serving as main organizers. Among major issues were measures to process wastes caused by fisheries.
1990 July. Task Committee was established to consider reform of the JFA's tasks and functions.
1990 Oct. The Council on Export of North Pacific Trawl Vessels was established to cope with export measures of major fishing vessels.

1993 Mar. The Torremolinos International Convention for the Safety of Fishing Vessels was held in Torremolions, Spain.
1993 Apr. Global Gurdian Trust (GGT) was founded and Later authorized under Japanese law as a nonprofit organization in August 1994.
1993 Apr. The 1st meeting of the United Nations Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks was held in New York.

1993 Aug. ICFA Annual Meeting was held in Taipei.
1994 Apr. JFA Micronesia was established in Pohnpei for the purpose of facilitating procedures for access to the South Pacific waters by Japanese tuna fishing vessels.

1994 June. The Special Committee on Exportation was established to succeed the business and function of the Japan Frozen Foods Exporters Association and the Japan Export Frozen Marine Products Association following their dissolution.

1994 Sept. The JFA provided Higher Marine College in Kamchatka with a Navigational Simulator in accordance with the Japan-Russia Far East Coastal Fisheries Cooperation Projectbased on the Japan-Russia Fisheries Consultation on Reciprocal Fishing Rights.
1994 Oct. Fisheries Engineer System was established and seminars were cosponsored by the JFA and the Fisheries Infrastructure Development Center.

Construction of the first research vessel, Dmitry Peskov, was completed, presented to Russia, and opened to the public at the Harumi Futo Pier under the Japan-Russia Far East Coastal Fishieries Cooperation Project based on the Japan-Russia Fisheries Consultation on Reciprocal Fishing Rights.

1995 Dec. The Skill Evaluation System for skipjack pole and line,tuna long line fisheries was certified by the Japan International Training Cooperation Organization, which enabled foreign fishing trainees to receive technical training.

1995 Dec. Convention on the Conservation and Management of Pollock in The Central Bering Sea took effect.

1996 Feb. The Nationwide Fishermen's Rally for Establishment of the Exclusive Economic Zone was cohosted by the National Federation of Fisheries Co-operative Associations and the JFA in Nippon Budo-kan.
1996 Mar. The Skill Evaluation System for squid jigging fisheries was certified by the Japan International Treining Cooperation Organization.
1996 Apr. The exemption of the international gross tonnage in the Vessel Crews Law was extended again for another tree years.
1996 June. The Bill on Special Arragements for Strengthening the Purposes of Conservation and Management Measures of Tuna Stocks passed.
1996 July. "100 Best Beaches in Japan" were selected and a symposium and an awards ceremony were held.

1998 June. The Law for Special Measures regarding Conservation and Management of Tunas (legislation by House members) was enacted.
1998 Mar. The Seafood Quality Promotion Council was set up to promote the introduction of HACCP.

1998 July. 50 Year History of the Fisheries Agency was published and its commemorative ceremony was held.
1998 July. The Provisional Law concerning Improvement in Quality Control for the Process of Food Production (HACCP Support Law) was implemented.

1999 Feb. GMDSS equipment was installed on all applicable fishing vessels as required.
1999 Mar. The JFA was designated as certifying organization of HACCP, and its minimum requirements for HACCP introduction were accredited based on Provisional Law concerning Improvement in Quality Control for the Process of Food Production (HACCP Support Law) was implemented.

2000 Dec. The Organization for Promotion of Responsible Tuna Fisheries (OPRT) was established.
